In making a decision whether to issue an order under this section, the department shall consider the\n(1) quality of management;\n(2) quality and liquidity of assets;\n(3) history of earnings and retention of earnings;\n(4) quality and character of ownership;\n(5) potential volatility of deposit structure;\n(6) quality and cost of bank operations; and\n(7) capacity to meet present and future needs of the area served, considering the bank's competition.","path":["Title 6.
