At least one-quarter of the governing body must consist of consumers who are substantially representative of enrollees.\n(b) The governing body of a health maintenance organization shall establish a mechanism to afford its enrollees an opportunity to participate in matters of policy and operation through the establishment of advisory panels, by the use of advisory referenda on major policy decisions, or through the use of other mechanisms.","path":["Title 21.
