Regulation of these utilities shall, consistent with this chapter, seek to maintain and further the efficiency, availability, and affordability of universal basic telecommunications service.\n(b) Notwithstanding other provisions of this chapter, the commission may not regulate the production and distribution of telephone directories.","path":["Title 42.
