Code § 11-44C-86","heading":"Participation in Meetings of Council by Mayor, Department Heads, Etc.","body":"The mayor, the heads of all departments, and such other officers of the city as may be designated by the council, shall be entitled to attend meetings of the council, but shall have no vote therein.
