Code § 11-61-1","heading":"Definitions.","body":"Unless the context plainly indicates otherwise, the following words and terms shall have the following meanings herein ascribed to them:\n(1) GOVERNING BODY. The body in which the general legislative power of a town or city is vested.\n(2) PARKING FACILITY.
