Code § 16-5-53","heading":"Administration of Program; Rulemaking Authority.","body":"(a) The program shall be administered by the commission, which may adopt rules necessary for the administration of the program.\n(b) A percentage of any annual appropriations received by the program, not to exceed 10 percent, may be expended for its operation and maintenance.
