Code § 4-9-3","heading":"Powers and Duties of Association Generally; Formulation of Rules and Regulations by Board of Directors.","body":"Helicopter Pilots International, Inc., is hereby charged with the duty of establishing, and is hereby granted all powers, rights, duties and functions to carry out, a program of education and instruction for the training of helicopter pilots and to operate a school for such purposes.
