Code § 41-4-89","heading":"Supplemental Estimates for Additional Appropriations.","body":"The Governor shall transmit to the Legislature supplemental estimates for such appropriations as in his or her judgment may be necessary on account of laws enacted after the transmission of the budget, or as he or she deems otherwise in the public interest. He or she shall accompany such estimates with a statement of the reasons therefor, including the reasons for their omission from the budget.
