Code § 45-58A-11.08","heading":"Employee Handbook.","body":"(a) The city, after recommendation of the mayor and resolution of the council, shall adopt rules, policies, and procedures for employees and compile same in an employee handbook, which may be amended from time to time in the discretion of the city. At a minimum, the employee rules, policies, and procedures shall contain all of the following:\n(1) The policy and rules for the accrual and use of sick leave by employees. However, sick leave of any employee in the regular service already accrued as of May 22, 2013, shall in no way be diminished.\n(2) The policy and procedures in regard to overtime and compensation not inconsistent with this part or state and federal law.\n(3) The policy and procedures for the accrual and use of vacation time. However, vacation time of any employee in the regular service already accrued as of May 22, 2013, shall in no way be diminished.\n(4) The policy and procedures concerning military leave of absence, including temporary leave for National Guard and armed forces reserve training not inconsistent with this part and state and federal law.\n(5) The policy and procedures for employees summoned for jury duty or as a witness in court not inconsistent with this part and state and federal law.\n(6) The policy and procedures for periods of a permitted absence without leave not inconsistent with this part and federal and state law.\n(7) The policy and procedures for employment outside of the regular service and conflicts of interest related thereto.\n(8) The policy and procedures for open position posting, applicant recruitment, applicant testing, and eligibility determination.\n(9) The policy and procedures for resignation and retirement from the regular service not inconsistent with this part or federal law.\n(10) The policy and procedures for annual and intermittent reviews of employee performance.\n(11) The policy and procedures for loss of required certifications and other requirements for continued performance in the class.\n(12) The policy and procedures for reporting conflicts of interest.\n(13) The policy and procedures for handling grievances between and among employees that do not rise to the level of disciplinary actions.\n(14) The policy and procedures for the proper certification of payroll such that payroll compensation is timely and accurately kept.\n(15) The establishment of procedures governing layoff, reduction in force, and reinstatement.\n(16) The establishment of policy and procedures regarding disciplinary causes and actions for employees in the public service.\n(b) Each and every employee shall follow the rules, regulations, and codes of conduct set out in the rules, regulations, policies, and procedures adopted by the city, an infraction of which the city may impose disciplinary action.\n(c) Nothing herein shall prohibit the police, fire department, and utility department from instituting standard operating procedures, rules, and regulations for departmental operations enforceable upon employees in that department that are in addition to and not otherwise inconsistent with the rules, policies, and procedures of the city, the infraction of which the city may impose disciplinary action.","path":["Title 45 Local Laws.","Chapter 58A Shelby County Municipalities.","Article 1 Alabaster.","Part 2 Employees."],"source_url":"https://alison.legislature.state.al.us/code-of-alabama?section=45-58A-11.08","current_through":"Act 2026-611","vintage":"","retrieved_at":"2026-09-03T14:01:54Z","sha256":"04cac479329980e9a4052f2d02988f090c3139a4c551ffd8098ecaa285bbebee","source_id":"us-al","stale":false,"prev":"us-al/ala.-code-45-58a-11.07","next":"us-al/ala.-code-45-58a-11.09"},"notice":"GroundRules: Original legal text.
