Code § 45-58A-70.43","heading":"","body":"(a) The mayor may appoint a personnel director.\n(b) The personnel director shall carry out the policies established by the board.\n(c) The personnel director may be suspended or terminated by the mayor for cause, subject to a right of appeal directly to the board.\n(d) Any regular employee may file a complaint against the personnel director directly to the mayor.\n(e) The personnel director shall do all of the following:\n(1) Serve as secretary of the board.\n(2) Prepare any policies, rules, or regulations for the approval of the board.\n(3) Coordinate with the city regarding the civil service system.\n(4) Report findings and recommendations of the board to the city.\n(5) Administer oaths, issue subpoenas, demand the attendance of witnesses, and compel the production of records, documents, and papers in connection with investigations, hearings, or inquiries.\n(6) Study the organization, operation, and workforce requirements of the city’s departments.\n(7) Make recommendations to the board.\n(8) Maintain an official roster of all positions in the city.\n(9) Maintain a record of all personnel transactions in the city.\n(10) Promote and assist in the establishment of programs for employee pensions, welfare, health care, and career development.\n(11) Work with departments to maintain employee and retiree files, including tax and benefit elections, resumes, disciplinary actions, responses, applications, and copies of certifications and training.\n(12) Work with departments to counsel employees on their rights under this part and city policy.\n(f) The mayor may contract with a human resources company to carry out the duties of the personnel director.","path":["Title 45 Local Laws.","Chapter 58A Shelby County Municipalities.","Article 7 Helena.","Part 1 Employees."],"source_url":"https://alison.legislature.state.al.us/code-of-alabama?section=45-58A-70.43","current_through":"Act 2026-611","vintage":"","retrieved_at":"2026-09-03T14:01:54Z","sha256":"14c46b7d04fb3147c494fe62bda9ef7fb25afafe7c55da45775e2b14845853a3","source_id":"us-al","stale":false,"prev":"us-al/ala.-code-45-58a-70.42","next":"us-al/ala.-code-45-58a-70.44"},"notice":"GroundRules: Original legal text.
