(2) A hearing shall be conducted after the owner of the place or premises has been given ten (10) calendar days' notice of the hearing. (b) The notice shall: (1) Be provided to the owner of the place or premises according to Rule 4(d) of the Arkansas Rules of Civil Procedure; and (2) Include a copy of the complaint and a copy of the ordinance creating the board. (c) If notice of the hearing is made by personal service, the notice may be served by a certified law enforcement officer or a certified court process server.
