A person who is at least eighteen years of age may apply to the department for a learner's permit for a class A, B or C license. The department may issue a learner's permit to the applicant after the applicant passes all parts of the examination and meets all other requirements for a class A, B or C license other than the driving test.\n\nB. The permit entitles the permittee to drive a motor vehicle requiring a class A, B or C license on the public highways for twelve months after the date of issuance when the following conditions are met:\n\n1. The permittee has the permit in the permittee's immediate possession.\n\n2. The permittee is accompanied by a person who has the same class or a higher class of license issued by this state or any other qualifying state and who occupies a seat beside the driver.\n\n3.
