At the hearing provided for in section 28-6702, the board of supervisors:\n\n1. Shall consider the feasibility, advantages and necessity of the highway sought to be established.\n\n2. If the board determines the proposed highway is a public necessity, may approve the establishment of the highway by resolution and may accept any right-of-way or property donated to this state or the county.\n\nB.
