The fund consists of monies:\n\n1. Appropriated by the legislature from the state highway fund of not more than $500,000 annually.\n\n2. Received from the sales of subscriptions, single copies, maps, pamphlets and other descriptive material.\n\n3. Deposited pursuant to section 28-2429.\n\n4. Donated to the Arizona highways magazine to promote tourism in this state as prescribed in section 28-7312.\n\nC. The monies appropriated to the fund shall be spent in conformity with the laws governing state financial operations, except that:\n\n1. Balances remaining at the end of the fiscal year do not revert to the general or state highway fund.\n\n2. Expenditures are exempt from section 35-173.\n\nD.
