The governing body of a city or town or the board of supervisors of a county that has established an airport and that has acquired, leased or set apart real property for an airport may either:\n\n1. Construct, improve, equip, maintain and operate it.\n\n2. Vest jurisdiction for the construction, improvement, equipment, maintenance and operation of the airport in a suitable officer, board or body of the city, town or county.\n\nB. Expenses of construction, improvement, equipment, maintenance and operation are a city, town or county charge.\n\nC.
