In addition to any liability established by this article or any penalty provided by law, the director may impose a civil penalty of not more than five thousand dollars for each violation of any of the following:\n\n1. A licensing requirement.\n\n2. A license term or condition.\n\n3. A rule or order adopted by the director that relates to propagating, harvesting, transporting or processing industrial hemp.\n\nB. A person who intentionally violates this article or any rule or order related to this article is guilty of a class 1 misdemeanor.\n\nC. A person who does not hold a license issued by the department or who is not a designee or agent of a person who holds a license issued by the department may not propagate, harvest, transport or process industrial hemp.
