Health service districts may be established only:\n\n1. For the purpose of purchasing, leasing, lease-purchasing, constructing, establishing, equipping, operating or maintaining an ambulance service, a medical clinic or clinics or a combined medical clinic and ambulance service.\n\n2. In areas designated by the department of health services as medically-underserved pursuant to section 36-2352.\n\n3. If the district area is greater than six hundred forty acres.\n\n4. If more than three hundred qualified electors reside within the district.\n\nB. For purposes of this section, a \"medical clinic\" means a facility which provides for the physical evaluation, diagnosis and treatment of patients and which does not keep patients overnight as bed patients or treat patients under general anesthesia.
