A detailed description of how the funds will be used.\n\nB. An explanation of how the program will meet one or more of the objectives permitted by section 8-1171.\n\nC. An explanation of how the program will meet the needs identified in the most recent statewide or regional needs and assets assessment prepared pursuant to section 8-1192 or 8-1161.\n\nD. An explanation of how the program has made or will make use of other available resources, including federal, state, local and private monies, to achieve its objectives.\n\nE. A description of the financial controls and accountability measures the program will employ.\n\nF.
