In managing a highway under local laws as prescribed in section 9-1411, subsection C, paragraph 9, a local government may manage the use of the highway, including all of the following:\n\n1. Requiring a video service provider that is constructing, installing, working within, maintaining or repairing facilities in, on, under or over any highway to obtain a construction, encroachment or occupancy permit for the work.\n\n2. Inspecting the construction, installation, maintenance or repair work performed on such facilities.\n\n3. Limiting the installation of new aerial facilities.\n\nB. If a video service provider requests a permit or inspection, the local government shall grant or deny the request within the time frame that the local government has in place under section 9-835.\n\nC.
