On and after July 1, 1997, the Cities of West Sacramento, Davis, Woodland, and Winters are included within the district.\n(b) Additionally, the district is deemed to be each of the following agencies, with all of the powers and duties attendant thereto:\n(1) The consolidated transportation services agency for the county, with the concurrence of the Regional Transportation Planning Agency.\n(2) The congestion management agency for the county.","path":["Public Utilities Code - PUC","DIVISION 10.
