The prospective continuing role of the district and its responsibilities in the field of transportation are policy questions of major importance to the citizens of California, the people and communities regularly served by the Golden Gate Bridge, the district, and the Legislature.\nIt is desirable, therefore, that all concerned have a common basis for considering the issues and exercising judgment.
