{"data":{"id":"us-co/c.r.s.-27-66.5-102","jurisdiction":"us-co","citation":"C.R.S. § 27-66.5-102","heading":"Definitions.","body":"As used in this article 66.5, unless the context otherwise requires:\n\n(1) \"Behavioral health administration\" or \"BHA\" means the behavioral health administration established in section 27-50-102.\n\n(2) \"Commissioner\" means the commissioner of the behavioral health administration.\n\n(3) \"High-risk individual\" means a person who:\n\n(a) Has a significant mental health or substance use disorder, as evidenced by:\n\n(I) An emergency mental health hold pursuant to section 27-65-106;\n\n(II) A certification for short-term treatment or extended short-term treatment pursuant to section 27-65-108.5 or 27-65-109;\n\n(III) Long-term care and treatment pursuant to section 27-65-110;\n\n(IV) An emergency commitment pursuant to section 27-81-111;\n\n(V) An involuntary commitment pursuant to section 27-81-112; or\n\n(VI) Receiving voluntary behavioral health services pursuant to section 27-65-103, 27-65-104, 27-81-109, or 27-81-110; and\n\n(b) Repealed.\n\n(c) Is not currently engaged or actively enrolled in consistent community-based behavioral health treatment.\n\n(4) Repealed.\n\n(4.5) \"Transition services\" include, but are not limited to, one or more of the following services:\n\n(a) Access to housing or residential program placement;\n\n(b) Access to behavioral health treatment or benefits;\n\n(c) Advocacy to insurance companies and providers for the appropriate type and intensity of mental health or substance use disorder services;\n\n(d) Planning for follow-up services and coordination within the behavioral health system after hospitalization or discharge from a withdrawal management facility, acute treatment service facility, crisis stabilization service facility, or a hospital or an emergency department following a visit for behavioral health reasons;\n\n(e) Assistance with preparing advance directives;\n\n(f) Obtaining a representative payee or guardian;\n\n(g) Family supportive services; or\n\n(h) Compliance with court appearances or probation.\n\n(5) \"Transition specialist\" means a person who assists high-risk individuals with transition services.\n\n(6) \"Withdrawal management facility\" means a facility that provides twenty-four-hour supervised withdrawal from alcohol or drugs in a residential setting.","path":["Title 27 - BEHAVIORAL HEALTH","Article 66.5 - Community Transition Specialist Program"],"source_url":"https://olls.info/crs/crs2026-title-27.htm","current_through":"Colorado Revised Statutes 2026","vintage":"","retrieved_at":"2026-09-14T18:37:45Z","sha256":"63087d4e902c7efef82e8a9d2df870c48da3df2af19dc0a2ab675027f012227d","source_id":"us-co","stale":false,"prev":"us-co/c.r.s.-27-66.5-101","next":"us-co/c.r.s.-27-66.5-103"},"notice":"GroundRules: Original legal text.
