{"data":{"id":"us-co/c.r.s.-29-1-704","jurisdiction":"us-co","citation":"C.R.S. § 29-1-704","heading":"Construction of public projects - competitive sealed bidding.","body":"(1) All construction contracts for state-funded public projects shall be awarded by competitive sealed bidding except as provided in subsection (2) of this section.\n\n(2) Competitive sealed bidding shall not be required for:\n\n(a) A state-funded public project for which the agency of local government receives no bids or for which all bids have been rejected;\n\n(b) A state-funded public project for which the responsible officer determines it is necessary to make emergency procurements or contracts because there exists a threat to public health, welfare, or safety under emergency conditions, but such emergency procurements or contracts shall be made with such competition as is practicable under the circumstances; however, a written determination of the basis for the emergency and for the selection of the particular contractor shall be included in the contract file.\n\n(3) Nothing in this part 7 shall be construed to affect or limit any additional requirements imposed upon an agency of local government for awarding contracts for state-funded public projects.","path":["Title 29 - GOVERNMENT - LOCAL","Article 1 - Budget and Services","Part 7 - CONSTRUCTION BIDDING FOR STATE-FUNDED LOCAL PROJECTS"],"source_url":"https://olls.info/crs/crs2026-title-29.htm","current_through":"Colorado Revised Statutes 2026","vintage":"","retrieved_at":"2026-09-14T18:37:45Z","sha256":"4447152c866619274dfdbcd18a2be373fecad240a2a9ae540664939bf1201a89","source_id":"us-co","stale":false,"prev":"us-co/c.r.s.-29-1-703","next":"us-co/c.r.s.-29-1-705"},"notice":"GroundRules: Original legal text.
