Stat. § 16-19hhh","heading":"Low-income rate cost-containment measures.","body":"Any low-income rates implemented by the Public Utilities Regulatory Authority pursuant to section 16-19, 16-19e, 16-19oo or 16-19zz in any rate case or other proceeding initiated on or after October 1, 2025, or in a pending rate case for which a final decision has not been issued prior to November 1, 2025, shall include, but not be limited to, the following cost-containment measures to protect ratepayers: (1) A monthly kilowatt hour usage cap applied to the low-income rate for customers of an electric distribution company, a monthly centum cubic feet usage cap applied to the low-income rate for customers of a gas company and a gallon usage cap applied to the low-income rate for customers of a water company; (2) a budgetary target-triggering review by the authority if an electric distribution company, gas company or water company's total cost to fund the low-income rate exceeds a certain percentage of the electric distribution company, gas company or water company's annual billed total revenues; and (3) a recertification process to confirm income eligibility for the program and appropriate tier placement at least once every twelve months of program enrollment.","path":["TITLE 16.
