Exceptions.","body":"(a) The duty of maintaining the custody and supervision of any person detained at a state correctional facility, community correctional center or community reintegration center shall exclusively be with the Commissioner of Correction and persons employed by said commissioner pursuant to section 18-81.\n(b) The private ownership, operation or management of a state correctional facility, community correctional center or community reintegration center is prohibited.\n(c) The provisions of this section shall not apply to: (1) A correctional facility, community correctional center or community reintegration center that is owned, operated or managed by the federal government, or (2) community-based service programs as defined in section 18-101h.","path":["TITLE 18.
