Time allowed for response to complaints.","body":"The chief elected official and the director of health of the municipality where a resources recovery facility is located, or their designees, shall have full access to such facility for inspection of premises and for review of facility records. If, after any inspection, a written complaint is made to the Commissioner of Energy and Environmental Protection, he shall respond in fourteen days.
