Stat. § 54-211a","heading":"Appeal.","body":"Any applicant aggrieved by an order or decision of a victim compensation commissioner may appeal by way of a demand for a trial de novo to the superior court for the judicial district of Hartford. The appeal shall be filed not later than thirty days after the date on which an order or decision is sent to the applicant by first class mail or electronic mail. Delivery by electronic mail is complete upon sending the electronic notice of the order or decision unless the sender of such electronic mail learns that the attempted delivery did not reach the electronic mail address of the intended recipient.","path":["TITLE 54.
