Code § 2-1515.04c","heading":"Pilot Grant Programs.","body":"(a)\nYouth Pre-Apprenticeship Grant Pilot Program.\n(1)\nIn Fiscal Year 2026, the Department shall establish a one-year pilot grant program to provide pre-apprenticeship training services for youth detained at New Beginnings.\n(2)\nTo be eligible to participate in the pilot program, an applicant shall:\n(A)\nHold status in good standing as:\n(i)\nAn accredited higher education institution;\n(ii)\nA 501(c)(3) nonprofit organization; or\n(iii)\nA prior or current provider of apprenticeship programming at a Department Achievement Center; and\n(B)\nHave a demonstrated history of providing pre-apprenticeship training or apprenticeship services for youth.\n(3)\nThe grant awardee shall provide participants with workforce skills training and evidence-based instruction that:\n(A)\nPromotes targeted skills development in an in-demand industry sector or occupation;\n(B)\nIs conducive to work and training in a safe environment in accordance with applicable federal and District child labor laws; and\n(C)\nEnables participants to gain:\n(i)\nPostsecondary education credit, as applicable; or\n(ii)\nAccess to an industry-recognized apprenticeship program, as applicable, that:\n(I)\nLeads to a career in high-skill, high-wage, and in-demand industry sectors and occupations in the local or regional labor market;\n(II)\nPays wages to participants based on a progressively increasing, clearly defined schedule of wages;\n(III)\nProvides participants with services to support their persistence in and completion of the program;\n(IV)\nProvides collaborative professional development services to workplace supervisors, mentors, teachers, counselors, and other staff to develop and maintain a well-integrated, high-performing program; and\n(V)\nProvides individualized career counseling, counseling about postsecondary education, or academic counseling.\n(4)\nPreference shall be made in favor of grant applicants:\n(A)\nBased within the District of Columbia or primarily serving residents of the District of Columbia; and\n(B)\nWith a demonstrated history of partnership with the District of Columbia government, including receiving grant awards within the past 5 years, having current or prior MOUs with a District agency within the past 5 years, or having entered into partnerships with the Department of Employment Services.\n(5)\nWithin 14 months of receiving a grant issued pursuant to this subsection, an awardee shall submit to the Department and the Council a report that describes, at a minimum, the:\n(A)\nNumber of participants served, by age and Ward residence;\n(B)\nServices received by participants;\n(C)\nOutcomes by type of service rendered to participants;\n(D)\nNumber of participants currently enrolled in postsecondary education; and\n(E)\nNumber of participants currently enrolled in apprenticeship programs.\n\n(b)\nYouth Recidivism Reduction Grant Pilot Program.\n(1)\nIn Fiscal Year 2026, the Department shall establish a one-year pilot grant program to support youth re-entry services.\n(2)\nTo be eligible to participate in the pilot program, an applicant shall hold status in good standing as a:\n(A)\n501(c)(3) non-profit organization;\n(B)\nNeighborhood Family Success Center; or\n(C)\nOther Department or Child and Family Services Agency grantee within the past 5 years.\n(3)\nThe grant shall fund projects that:\n(A)\nProvide the following aftercare and case management services, including coordinating the delivery of services, to youth upon release from a Department secure facility:\n(i)\nHousing assistance;\n(ii)\nJob training;\n(iii)\nConflict resolution skills training;\n(iv)\nAssistance with coordination of school reenrollment and credit transfer;\n(v)\nAccess to out-of-school programming, including enrollment in and transportation to afterschool activities;\n(vi)\nMentorship programming; and\n(vii)\nAny such other services to address identified needs for the purposes of preventing youth from committing further offenses; and\n(B)\nInclude close coordination with the Department to implement aspects of discharge and reentry plans described in § 16-2320(i).\n(4)\nPreference shall be granted to applicants:\n(A)\nBased in the District of Columbia or with a mission of primarily serving residents of the District of Columbia; and\n(B)\nWith a demonstrated history of partnership with the District of Columbia government, including receiving District-funded grant awards within the past 5 years, having current or prior MOUs with a District agency within the past 5 years, or entering into partnerships with the Department within the past 5 years.\n(5)\nWithin 14 months of receiving a grant issued pursuant to this subsection, a recipient shall submit to the Department and the Council a report that describes, at a minimum:\n(A)\nThe number of youth served, by age and Ward residence;\n(B)\nThe services received by participants;\n(C)\nOutcomes by type of service rendered to participants;\n(D)\nThe number of school-aged participants who are enrolled in school or a GED program;\n(E)\nThe number of non-school-aged participants who are enrolled in postsecondary education; and\n(F)\nThe number of non-school-aged participants who are employed full or part time.\n(6)\nWithin 14 months of issuing any grant pursuant to this subsection, the Department shall submit to the Office of the Attorney General and the Council committee with jurisdiction over the Department a report disclosing for each youth participant any known involvement with law enforcement or return to Department custody during the duration of the grant period, subject to juvenile confidentiality laws.","path":["Title 2.
