Code § 2-218.43","heading":"Bid and proposal preferences.","body":"(a)\nIn evaluating bids or proposals, agencies shall award preferences as follows:\n(1)\nIn the case of proposals, points shall be granted as follows:\n(A)\nThree points for a small business enterprise;\n(B)\nFive points for a resident-owned business;\n(C)\nFive points for a longtime resident business;\n(D)\nTwo points for a local business enterprise;\n(E)\nTwo points for a local business enterprise with its principal office located in an enterprise zone;\n(F)\nTwo points for a disadvantaged business enterprise;\n(G)\nTwo points for a veteran-owned business enterprise;\n(H)\nTwo points for a local manufacturing business enterprise; and\n(I)\nFive points for an equity impact enterprise.\n(2)\nIn the case of bids, a percentage reduction in price shall be granted as follows:\n(A)\nThree percent for a small business enterprise;\n(B)\nFive percent for a resident-owned business;\n(C)\nTen percent for a longtime resident business;\n(D)\nTwo percent for a local business enterprise;\n(E)\nTwo percent for a local business enterprise with its principal office located in an enterprise zone;\n(F)\nTwo percent for a disadvantaged business enterprise;\n(G)\nTwo percent for a veteran-owned business enterprise;\n(H)\nTwo percent for a local manufacturing business enterprise; and\n(I)\nTen percent for an equity impact enterprise.\n\n(b)\nA certified business enterprise shall be entitled to any or all of the preferences provided in this section, but in no case shall a certified business enterprise be entitled to a preference of more than 12 points or a reduction in price of more than 12 percent.","path":["Title 2.
