Code § 31-3171.02","heading":"Establishment and purpose.","body":"(a)\nThere is established, as an independent authority of the District government, the District of Columbia Health Benefit Exchange Authority. The Authority shall be an instrumentality, created to effectuate the purposes stated in this chapter, that shall have a legal existence separate from the District government.\n\n(b)\nThe purposes of the Authority shall be to:\n(1)\nEnable individuals and small employers to find affordable and easier-to-understand health insurance;\n(2)\nFacilitate the purchase and sale of qualified health plans;\n(3)\nAssist small employers in facilitating the enrollment of their employees in qualified health plans;\n(4)\nReduce the number of uninsured;\n(5)\nProvide a transparent marketplace for health benefit plans;\n(6)\nEducate consumers; and\n(7)\nAssist individuals and groups to access programs, premium assistance tax credits, and cost-sharing reductions.","path":["Title 31.
