Code § 32-173.04","heading":"Participant conditions of eligibility.","body":"To be eligible to participate in the Program, an individual shall:\n\n(a)\nBe a resident of the District;\n\n(b)\nBe unemployed at the time of application to the Program;\n\n(c)\nBe able to engage in regular, full-time employment, as assessed by the grantee; and\n\n(d)\nHave one or more of the following barriers to employment:\n(1)\nLack of consistent work history;\n(2)\nHistory of a criminal record;\n(3)\nHistory of substance abuse;\n(4)\nHistory of mental illness; or\n(5)\nHousing insecurity.","path":["Title 32.
