Code § 38-823.01a","heading":"Comprehensive food services plan.","body":"(a)\nBefore February 15, 2013, the City Administrator shall transmit to the Council and to the Healthy Youth and Schools Commission a comprehensive food services plan that shall include:\n(1)\nA plan to reduce the cost of providing food services in the District of Columbia Public Schools (“DCPS”), without reducing the quality, taste, or nutritional standards of the food being served, including an:\n(A)\nExamination of how similar jurisdictions provide food services in schools;\n(B)\nExplanation of the cost drivers in the DCPS food services program;\n(C)\nAccounting of:\n(i)\nThe local funds subsidies (net losses) required by federal programs for each year since fiscal year 2007, including the total subsidy per year and the subsidy per meal served per year;\n(ii)\nWhether the District has received all of the rebates, credits, and other funds owed by its current food-service vendors;\n(D)\nAn evaluation of whether preparing meals internally without an outside vendor would reduce costs; and\n(E)\nAn implementation plan and timeline for the DCPS food services program to become cost-neutral;\n(2)\nAn analysis of the efficiencies and savings that could be gained by combining the food services programs in:\n(A)\nThe Department of Corrections;\n(B)\nThe Department of Human Services;\n(C)\nThe Department of Mental Health;\n(D)\nThe Department of Parks and Recreation;\n(E)\nThe District of Columbia Public Schools;\n(F)\nThe Office of Aging; and\n(G)\nOther agencies;\n(3)\nAn analysis of whether a centralized food services program could offer public charter schools the opportunity to purchase meals from it, instead of from a private vendor; and\n(4)\nAn analysis of how the District’s food service programs can become more sustainable.\n\n(b)\nThe City Administrator shall be assisted in preparing the plan required by subsection (a) of this section by the:\n(1)\nDistrict of Columbia Public Schools;\n(2)\nOffice of the State Superintendent of Education;\n(3)\nDepartment of General Services;\n(4)\nMayor’s Office of Budget and Finance;\n(5)\nCouncil’s Budget Office;\n(6)\nOffice of the Chief Financial Officer; and\n(7)\nCity Administrator.","path":["Title 38.
