Code § 44-107.02","heading":"Staff training.","body":"(a)\nAll staff shall be properly trained and be able to demonstrate proficiency in the skills required to effectively meet the requirements of this chapter. Prior to the date of hire, an employee must meet or possess one of the following criteria:\n(1)\nBe certified as a nurse’s aide;\n(2)\nBe certified as a home care aide as defined in the Medicare criteria in OBRA 1987;\n(3)\nBe properly trained by virtue of holding current licenses in a healthcare related field;\n(4)\nBe properly trained under a plan approved by the Mayor which covers the  following topics, for a minimum of 40 hours:\n(A)\nDelivering care for the bed-bound resident, including bathing, feeding, shampooing, dressing, positioning, and toileting;\n(B)\nUse of the first aid kit and knowledge of its location;\n(C)\nConfidential treatment of personal information;\n(D)\nProcedures for detecting and reporting suspected abuse, neglect, or exploitation of residents;\n(E)\nManaging difficult aggressive behavior;\n(F)\nAdvanced body mechanics;\n(G)\nCommunicating with adults, including those with communication deficits such as aphasia, hearing loss, loss of eyesight, and cognitive impairments;\n(H)\nRecognizing the signs and symptoms of dementia;\n(I)\nCaring for the cognitively impaired with such behaviors as wandering, repetitive questions, and confusion;\n(J)\nTechniques for assisting residents in overcoming transfer trauma;\n(K)\nAwareness of resident’s “change in condition”, including depression and ability to report changes to the appropriate staff according to the protocol of the ALR;\n(L)\nBasic competence in housekeeping, laundry, food handling, and meal preparation; and\n(M)\nAny specialized training for special needs not covered through the basic training.\n\n(b)\nWithin 7 days of employment, an ALR shall train a new member of its staff as to the following:\n(1)\nTheir specific duties and assignments;\n(2)\nThe purpose and philosophy of the ALR;\n(3)\nThe services provided;\n(4)\nThe daily routines;\n(5)\nThe rights of residents;\n(6)\nThe emergency procedures and disaster drills and techniques of complying, including evacuating residents when applicable;\n(7)\nElementary body mechanics, including proper lifting and in place transfer;\n(8)\nChoking precautions and airway obstruction, including the Heimlich Maneuver; and\n(9)\nInfection control.\n\n(c)\nAfter the first year of employment, and at least annually thereafter, a staff member shall complete a minimum total of 12 hours of in-service training in the following:\n(1)\nEmergency procedures and disaster drills;\n(2)\nRights of residents;\n(3)\nFour hours covering cognitive impairments in an in-service training in accordance with the dementia training for direct care workers requirements established by § 7-744.02; and\n\n(d)\nOn an annual basis, the ALA shall complete 12 additional hours of training on cognitive impairments approved by a nationally recognized organization with expertise in dementia such as the Alzheimer’s Disease and Related Disorders Association.","path":["Title 44.
