Code § 47-2851.01b","heading":"Powers and duties of the Department.","body":"(a)\nThe Department shall administer and enforce the provisions of this subchapter.\n\n(b)\n(1)\nThe Director, pursuant to subchapter I of Chapter 5 of Title 2, shall issue rules to implement the provisions of this subchapter.\n(2)\nThe proposed rules shall be submitted to the Council for a 45-day review period, excluding Saturdays, Sundays, legal holidays, and days of Council recess. If the Council does not approve or disapprove the proposed rules, in whole or in part, by resolution within this 45-day review period, the proposed rules shall be deemed approved.\n\n(c)\nThe Department is authorized and empowered to suspend or revoke any license issued pursuant to this subchapter when, in the Director's judgment, such suspension or revocation is considered desirable in the interest of public decency or the protection of lives, limbs, health, comfort, and quiet of the residents of the District of Columbia, or for any other reason the Director may consider sufficient.\n\n(d)\nAll departments and agencies in the District of Columbia government are hereby directed to provide full participation and cooperation in the implementation of this subchapter.\n\n(e)\nNothing in this subchapter shall be construed as limiting or reassigning any District agency's power to inspect for compliance, as required by statute or regulation; provided, that any agency finding of noncompliance that affects the inspected person's eligibility for a basic business license shall be referred to the Department for appropriate action with respect to the basic business license.","path":["Title 47.
