Code § 47-338","heading":"Duties of the Committee.","body":"(a)\nThe Committee shall review the size and condition of the District general obligation bonds and capital lease financings on a continuing basis.\n\n(b)\nOn or before August 1 of each year, the Committee shall submit to the Mayor and the Council the Committee’s estimate of the total amount of new District general obligation bonds and capital lease financings that prudently may be authorized for the next fiscal year.\n\n(c)\nIn making the estimate the Committee shall consider the following:\n(1)\nThe amount of District general obligation bonds and capital lease financings that, during the next fiscal year:\n(A)\nWill be outstanding; and\n(B)\nWill be authorized but unissued;\n(2)\nThe capital budget;\n(3)\nThe multiyear capital improvements plan;\n(4)\nProjections of debt service and capital lease payment requirements during the next 6 years;\n(5)\nThe criteria used by bond rating agencies to judge the quality of issues of District bonds; and\n(6)\nAny other factor that is relevant to the ability of the District to meet its projected debt service and capital lease financings.\n\n(d)\nThe estimate of the Committee is advisory and does not bind the Council or the Mayor.\n\n(e)\nThe Committee may review the capital needs of the District on a continuing basis.\n\n(f)\nOn or before October 1 of each year, the Committee may submit to the Mayor and the Council the Committee’s recommended allocation for the following budget year of financing determined under this section for the following capital projects:\n(1)\nMass Transit Facilities and Equipment;\n(2)\nPublic School and Public Education Facilities and Equipment;\n(3)\nGovernmental and Public Works Facilities and Equipment;\n(4)\nAdministrative Services Facilities and Equipment;\n(5)\nTransportation and Public Works Facilities and Equipment;\n(6)\nPublic and Assisted Housing Facilities and Equipment;\n(7)\nCorrectional and Public Safety Facilities and Equipment; and\n(8)\nAll other capital projects.\n\n(g)\nIn recommending the allocation, the Committee shall consider the following:\n(1)\nA multiyear capital improvements strategy;\n(2)\nThe condition and life replacement cycle of the District’s infrastructure;\n(3)\nThe requirements for sustained economic development;\n(4)\nThe availability of matching federal grant funds;\n(5)\nThe condition of and need for public and correctional facilities;\n(6)\nExisting contract commitments;\n(7)\nCommitments for regional participation; and\n(8)\nComprehensive plans for other specific types of capital investment.\n\n(h)\nThe allocation of financing recommended by the Committee is advisory and does not bind the Mayor or the Council.","path":["Title 47.
