Code § 5-116.32","heading":"Body-Worn Camera Program; rulemaking requirement.","body":"(a)\nThe Mayor, pursuant to subchapter I of Chapter 5 of Title 2 [§ 2-501 et seq.], and in accordance with this section, shall issue rules regarding the Metropolitan Police Department’s Body-Worn Camera Program. The rules, at a minimum, shall provide:\n(1)\nStandards for public access to body-worn camera recordings;\n(2)\nPolicies for retaining body-worn camera recordings;\n(3)\nProcedures for auditing the Body-Worn Camera Program;\n(4)\nPolicies for protecting the security and integrity of body-worn camera data; and\n(5)\nMechanisms for cost recovery of Freedom of Information Act requests.\n\n(b)\nThe Mayor shall establish and consult with an advisory group to provide recommendations for the proposed rules required by subsection (c) of this section. The advisory group shall consist of one representative from each of the following agencies and organizations:\n(1)\nThe Committee on the Judiciary of the Council of the District of Columbia;\n(2)\nThe Office of Police Complaints;\n(3)\nThe Office of Open Government of the Board of Ethics and Government Accountability;\n(4)\nThe Fraternal Order of Police, D.C. Police Union;\n(5)\nThe Electronic Privacy and Information Center;\n(6)\nThe D.C. Coalition Against Domestic Violence;\n(7)\nThe American Civil Liberties Union of the National Capital Area;\n(8)\nThe Reporters Committee for Freedom of the Press;\n(9)\nThe D.C. Open Government Coalition;\n(10)\nThe Office of the Attorney General;\n(11)\nThe United States Attorney’s Office for the District of Columbia; and\n(12)\nThe Public Defender Service for the District of Columbia.\n\n(c)\nThe Mayor shall submit the proposed rules required by this section to the Council by October 1, 2015, for a 45-day period of review, excluding Saturdays, Sundays, legal holidays, and days of Council recess. If the Council does not approve or disapprove the proposed rules, in whole or in part, by resolution, within this 45-day period of review, the proposed rules shall be deemed disapproved.","path":["Title 5.
