Code § 50-1951.08","heading":"Multimodal metrics of effectiveness.","body":"(a)\nDDOT shall not use automobile delay, as measured by vehicle level of service, vehicular throughput, or traffic congestion, as the primary metric of analysis for:\n(1)\nFor the planning, design, and construction of transportation projects;\n(2)\nThe selection of an approved concept and design of a street improvement project; and\n(3)\nThe assessment of transportation impacts of new development, as may be required pursuant to Title 10 or Title 11 of the District of Columbia Municipal Regulations.\n\n(b)\nThe Director shall establish multimodal metrics for analyzing the effectiveness of transportation improvements and design alternatives, to include the following considerations, as applicable:\n(1)\nPedestrians and ADA compliance;\n(2)\nBicycles and micromobility devices;\n(3)\nTransit;\n(4)\nTraffic calming and speed management;\n(5)\nFreight operations and curbside management; and\n(6)\nRelated safety concerns.","path":["Title 50.
