Code § 7-2011.03","heading":"Study on the impact of OSSE's regulations that require increased education qualifications for staff members.","body":"(a)\nOSSE shall contract with an entity to conduct a study to assess the impact of 5A DCMR § 164 through 5A DCMR § 171 on staff members and the cost of child care in the District.\n\n(b)\nThe entity completing the study shall:\n(1)\nBe nationally recognized;\n(2)\nHave expertise and knowledge of the child care industry, including costs, quality, and access;\n(3)\nHave a demonstrated understanding of best practices in workforce development; and\n(4)\nHave conducted a breadth of research in advancing affordable and accessible child care that supports the development and learning of children.\n\n(c)\nAt a minimum the study shall, by ward:\n(1)\nProvide demographic data on staff members in the District, including:\n(A)\nGender identification;\n(B)\nRace;\n(C)\nEthnicity;\n(D)\nLanguage spoken;\n(E)\nIncome level; and\n(F)\nHighest level of educational attainment;\n(2)\nAssess the impact of increased educational requirements on the cost of child care;\n(3)\nDetermine the impact of increased educational requirements on staff members working in the District; and\n(4)\nProvide recommendations:\n(A)\nOn ways to increase educational requirements without financially burdening staff members; and\n(B)\nThat identify professional development support for staff members.","path":["Title 7.
