To see the current law, click this link Current Version*\n      \n\n(a)\nBeginning in Fiscal Year 2024, the Department of Public Works (\"DPW\") shall establish and administer a pilot program to provide solid waste collection services through shared containers to residential homes currently serviced by DPW via front-of-home pick up.\n\n(b)\nWithin 6 months after the effective date of this act, DPW shall enter into a contract with a waste-hauling service to provide the following to the locations specified in subsection (e) of this section:\n(1)\nRodent-resistant solid waste containers that are accessible by key or digital keypad and are of sufficient capacity to meet the solid waste storage needs of the residences that are eligible to participate in this pilot program; and\n(2)\nSolid waste collection services 3 times per week.\n\n(c)\nSolid waste collected through the pilot program shall be separated at the point of discard through the point of disposal at a transfer facility into the following categories:\n(1)\nTrash;\n(2)\nGlass; and\n(3)\nAll other non-glass recyclable materials required by the Mayor to be recycled.\n\n(d)\nThe contract shall require the waste-hauling service to provide appropriately sized containers and waste-hauling services to all participating blocks.\n\n(e)\n(1)\nDPW shall select blocks for participation in the program based on funding availability and the assessed ability of a block to meaningfully contribute to evaluation of the pilot. DPW may select only one side of a block for participation in the pilot program pursuant to this subsection.\n(2)\nOnly blocks currently serviced by DPW via front-of-home pick up shall be eligible for participation;\n(3)\nIn order for a block or a side of a block to be selected for participation in the program, DPW must receive a signed petition containing signatures from one adult resident of no fewer than 70 percent of households serviced by DPW on the block or the side of the block eligible for participation.\n(4)\nDPW shall continue collection service to households that did not opt into the pilot program.\n(5)\nDPW shall cease standard collection service to households that have opted into the pilot program, for the duration of the program.\n(6)\nResidents in participating blocks or sides of blocks shall be permitted to opt into the program at any time during the pilot program's duration, even if they were not one of the signatories of the initial petition.\n\n(f)\nThe Department of Transportation shall permit the necessary curbside use for the completion of this pilot program.\n\n(g)\nThe duration of the pilot program shall be no less than one year starting from the date of implementation.\n\n(h)\nWithin 6 months after the completion of the pilot program, DPW shall provide information to the Council and the Mayor that includes:\n(1)\nThe location of participating blocks and the participation rate per block;\n(2)\nThe total cost of the program, as well as a breakdown of those costs; and\n(3)\nSurvey responses from participating residents on their experience with the program.\n(i)\nWithin 6 months after the effective date of this act, DPW shall publish a database containing information that indicates which DPW-serviced homes receive front-of-home waste collection services versus alley waste collection services.","path":["Title 99.
