Code § 8-181.02","heading":"Commission on Climate Change and Resiliency.","body":"(a)\nThere is established a Commission on Climate Change and Resiliency to:\n(1)\nAssess the potential effects of climate change on the District;\n(2)\nAssess the District's ability to adapt to and mitigate the effects of climate change;\n(3)\nAssess the District's ability to prepare for, respond to, and recover from severe, adverse weather events;\n(4)\nIdentify vulnerabilities related to climate change effects and preparedness and prepare recommendations to the Council and the Mayor to mitigate those vulnerabilities; and\n(5)\nProvide comments and recommendations to all District agencies on climate change adaptation and vulnerability mitigation plans.\n\n(b)\nThe Commission shall have 16 voting members, who shall be appointed as follows:\n(1)\n(A)\nEight voting members appointed by the Mayor, including a chairperson.\n(B)\nThe voting members appointed by the Mayor shall be appointed for a term of 3 years, with initial staggered appointments of 4 voting members appointed for 3 years and 4 voting members appointed for 2 years.\n(2)\n(A)\nEight voting members appointed by the Chairman of the Council.\n(B)\nThe voting members appointed by the Chairman of the Council shall be appointed for a term of 3 years, with initial staggered appointments of 4 voting members appointed for 3 years and 4 voting members appointed for 2 years.\n(3)\nThe voting members shall have demonstrable expertise in at least one of the following areas:\n(A)\nEmergency preparedness;\n(B)\nEnergy;\n(C)\nEnvironmental justice;\n(D)\nEnvironmental science;\n(E)\nInsurance;\n(F)\nNatural resources;\n(G)\nPublic health; and\n(H)\nTransportation.\n\n(c)\nVacancies shall be filled in the same manner as the original appointment to the position that became vacant. Voting members who are appointed to fill vacancies that occur before the expiration of a voting member's full term shall serve only the unexpired portion of the voting member's term.\n\n(d)\nAll initial appointments to the Commission shall be made within 60 days after February 18, 2017.\n\n(e)\nThe Commission shall consult with and seek the advice of the following agencies and entities as appropriate:\n(1)\nThe Department of Energy and Environment;\n(2)\nThe Office of Planning;\n(3)\nThe Homeland Security and Emergency Management Agency;\n(4)\nThe District Department of Transportation;\n(5)\nThe Department of Health;\n(6)\nThe Department of General Services;\n(7)\nThe District of Columbia Water and Sewer Authority;\n(8)\nThe Office of People's Counsel;\n(9)\nThe Public Service Commission;\n(10)\nThe Mayor's Office of Budget and Finance;\n(11)\nThe Deputy Mayor for Planning and Economic Development;\n(12)\nThe Office of the City Administrator;\n(13)\nThe Washington Metropolitan Area Transit Authority; and\n(14)\nLocal electric, gas, and telecommunications utilities.\n\n(f)\nThe Commission shall invite federal partners, including the General Services Administration, the Architect of the Capitol, the Department of Defense, the Department of Homeland Security, the United States Army Corps of Engineers, the National Capital Planning Commission, and the National Parks Service to participate in its discussions and planning.","path":["Title 8.
