The commission shall annually measure and evaluate the program. Such evaluation shall include, but shall not be limited to, the total number of grants dispersed, the total dollar amount of grants dispersed, the total number of grants dispersed per qualified institution, and the total dollar amount of grants dispersed per qualified institution.
