{"data":{"id":"us-ga/o.c.g.a.-28-5-47.1","jurisdiction":"us-ga","citation":"O.C.G.A. § 28-5-47.1","heading":"Legislative intent and purpose.","body":"It is the intent and purpose of the General Assembly in enacting this article:\n(1) To strengthen the partnership between the State of Georgia and local political subdivisions;\n(2) To assist the General Assembly in its consideration of proposed legislation and new and revised state programs containing fiscal requirements affecting local political subdivisions by:\n(A) Requiring the provision of accurate estimates of the fiscal impact upon local political subdivisions of proposed legislation and new and revised state programs; and\n(B) Establishing a mechanism to bring such information to the attention of the members of the General Assembly before the House of Representatives or Senate, respectively, votes on proposed legislation;\n(3) To promote informed and deliberate decisions by the General Assembly on the appropriateness of proposed fiscal impact legislation in any particular instances;\n(4) To improve the quality of state regulations affecting local political subdivisions and the process by which those regulations are developed by:\n(A) Providing that state agencies consult with elected and other officials of local political subdivisions; and\n(B) Requiring that state agencies prepare accurate estimates of the budgetary impact of state regulatory mandates upon local political subdivisions before adopting such regulations.","path":["TITLE 28 General Assembly","CHAPTER 5 Financial Affairs","Article 3A State and Local Government Partnership"],"source_url":"https://archive.org/download/gov.ga.ocga.2018/release86.2022.11/gov.ga.ocga.title.28.odt","current_through":"Release 86 (2022-11)","vintage":"Public.Resource.Org bulk O.C.G.A., Release 86 (2022-11), retrieved 2026-09-17","retrieved_at":"2026-09-17T19:34:57Z","sha256":"3365a6ac4be6484216072e89f837964fb204ae5aa7f3bef95d36165b4c137e97","source_id":"us-ga","stale":false,"prev":"us-ga/o.c.g.a.-28-5-47","next":"us-ga/o.c.g.a.-28-5-48"},"notice":"GroundRules: Original legal text.
