{"data":{"id":"us-gu/10-gca-19102","jurisdiction":"us-gu","citation":"10 GCA § 19102","heading":"Legislative Findings.","body":"[The Guam Legislature] finds that:\n(a) the government must do more to protect the health, safety and general well being of its citizens;\n(b) new and emerging dangers, including emergent and resurgent infectious diseases and incidents of civilian mass casualties, pose serious and immediate threats;\n(c) a renewed focus on the prevention, detection, management and containment of public health emergencies is needed;\n(d) emergency health threats, including those caused by bioterrorism, may require the exercise of extraordinary government powers and functions;\n(e) the government of Guam must have the ability to respond, rapidly and effectively, to potential or actual public health emergencies;\n(f) the exercise of emergency health powers must promote the common good;\n(g) emergency health powers must be grounded in a thorough scientific understanding of public health threats and disease transmission;\n(h) guided by principles of justice and anti-discrimination, it is the duty of the government of Guam to act with fairness and tolerance towards individuals and groups;\n(i) the rights of People to liberty, bodily integrity and privacy must be respected to the fullest extent possible, consistent with maintaining and preserving the public =s health and security; and\n(j) this Chapter is necessary to protect the health and safety of the citizens of Guam.","path":["Title 10: Health and Safety","Division 1 - Public Health","Chapter 19: Emergency Health Powers","ARTICLE 1: TITLE , FINDINGS , PURPOSES AND DEFINITIONS."],"source_url":"https://col.guamcourts.gov/sites/default/files/10GC019.pdf","current_through":"P.L. 38-133 (June 4, 2026)","vintage":"","retrieved_at":"2026-09-27T02:55:48Z","sha256":"61f0ac7bc4315934dc069081c9bedb646c3fa5d0d33e1cab02b6205c5d4b4313","source_id":"us-gu","stale":false,"prev":"us-gu/10-gca-19101","next":"us-gu/10-gca-19103"},"notice":"GroundRules: Original legal text.
