{"data":{"id":"us-gu/10-gca-93103","jurisdiction":"us-gu","citation":"10 GCA § 93103","heading":"Creation of the Guam System of Care Council.","body":"There is hereby created the Guam System of Care Council (‘GSOCC’). The GSOCC shall be composed of the following:\n(a) eleven (11) family representatives appointed by I Maga’lahen Guåhan, to include nine (9) parents of children with serious emotional disturbance; one (1) of the nine (9) parent representatives shall be from PROCEED, Inc.; one (1) shall be an adult consumer who has experienced serious emotional disturbance and is cognizant of issues and barriers in the current delivery system; and two (2) young persons who shall be non-voting members who are less than eighteen (18) years old who have been diagnosed as having a serious emotional disturbance, at least one (1) of whom is currently a student; and\n(b) one (1) representative from each of the following entities, designated by their respective appointing authorities:\n(1) Department of Education;\n(2) Department of Public Health and Social Services;\n(3) Guam Behavioral Health and Wellness Center;\n(4) Department of Integrated Services for Individuals with Disabilities (DISID);\n(5) Department of Youth Affairs;\n(6) Superior Court of Guam;\n(7) Mayors Council; and\n(8) The Chairperson of the Committee on Health or his/her designee from I Liheslaturan Guåhan.\n(c) The Council members shall select a Chairperson, always from the family representatives, and a Vice-Chairperson from the Council membership.","path":["Title 10: Health and Safety","Division 4 - Guam Health Act","Chapter 93: Guam System of Care Council for Children with Serious Emotional Disturbance"],"source_url":"https://col.guamcourts.gov/sites/default/files/10gc093.pdf","current_through":"P.L. 38-133 (June 4, 2026)","vintage":"","retrieved_at":"2026-09-27T03:10:48Z","sha256":"1a10e3c1d7ed9e00a79e53f1749dce137174e5f65a8155b650dc457ec3365972","source_id":"us-gu","stale":false,"prev":"us-gu/10-gca-93102","next":"us-gu/10-gca-93104"},"notice":"GroundRules: Original legal text.
