{"data":{"id":"us-gu/12-gca-12101","jurisdiction":"us-gu","citation":"12 GCA § 12101","heading":"Definitions.","body":"As used in this Chapter:\n(a) Public Utility means the Guam Power Authority, the Jose D. Leon Guerrero Commercial Port, the Guam Waterworks Authority, the Guam Solid Waste Authority or any duly licensed private contractors operating:\n(1) a facility or subsystem of the community-wide water production and distribution system, or\n(2) a facility or subsystem of the community-wide waste water disposal system, or both, or any private golf course management corporation leasing public property providing preferential golf rates and reservations to Guam residents, or\n(3) a marine terminal with facilities for loading and unloading commercial cargo or passengers onto and from ocean common carriers.\n(b) Commission means the Public Utilities Commission.\n(c) General lifeline rate means a lower than average cost per unit charge for a level of utility service necessary to fulfill the essential needs of all residential customers.","path":["Title 12: Autonomous Agencies","Division 1 - Autonomous Agencies","Chapter 12: Public Utilities Commission and the Guam Telecommunications Act of 2004","ARTICLE 1: PUBLIC UTILITIES COMMISSION"],"source_url":"https://col.guamcourts.gov/sites/default/files/12gc012.pdf","current_through":"P.L. 38-133 (June 4, 2026)","vintage":"","retrieved_at":"2026-09-27T03:23:18Z","sha256":"52547a28892ab9879dfb3e50c782591f5af1db9970e41c17c3aa660453c439f6","source_id":"us-gu","stale":false,"prev":"us-gu/12-gca-11119","next":"us-gu/12-gca-12102"},"notice":"GroundRules: Original legal text.
