It shall be staffed by responsible professional and technical employees whose combined efforts will result in meaningful and entertaining television fare.\n(b) The facility shall be organized under the Station Manager.\n(c) It shall consistently strive to stay abreast of the state of the art and maintain the highest possible levels of programming, concept design and production.
