Creation of employment; plus\n(b) Replace Imports. Replacement of imports; or\n(c) Price Reduction. Reduction in consumer prices; or\n(d) Affordable Housing and Needed Facilities. Creation of affordable housing or other vitally needed facilities; or\n(e) Economic Activity. Creation of economic activity of value to Guam; or\n(f) Insurance.
