{"data":{"id":"us-gu/16-gca-3804","jurisdiction":"us-gu","citation":"16 GCA § 3804","heading":"Lawful Panhandling; Precautions.","body":"(a) No person shall engage in panhandling on any public roadway, sidewalk, or government easement, except that panhandling meeting all of the following requirements shall not be prohibited by this Section:\n(1) are made only at intersections with traffic control signals or stop signs in place;\n(2) are conducted by individuals no younger than eighteen (18) years of age;\n(3) no device to alter or impede the traffic flow is used, except that traffic cones may be placed on a sidewalk or adjacent to a roadway to indicate or signal the presence of solicitors in the vicinity;\n(4) individual solicitors wear an orange vest with reflective material on both front and back;\n(5) individual solicitors may not place on roadways or sidewalks any belongings or other items such that they would interfere with vehicular or pedestrian traffic;\n(6) individual solicitors place warning signs within one hundred feet (100’) of oncoming traffic warning drivers of the person’s activity; and\n(7) individual solicitors shall notify the Chief of the Guam Police Department in writing when and for how long the panhandling shall occur at least twenty-four (24) hours prior to its occurrence.\n(8) In no event may panhandling occur after dark.\n(b) For purposes of this Section, the government of Guam does not waive its sovereign immunity and shall not be liable for any monetary damages that may arise out of this Section.\n(c) This Section does not apply to handbilling regulated by Title 16 GCA, Article 7, §§ 3701-3707.","path":["Title 16: Vehicles","Chapter 3: General Provisions","ARTICLE 8: AGGRESSIVE PANHANDLING ACT OF 2013"],"source_url":"https://col.guamcourts.gov/sites/default/files/16gc003_0.pdf","current_through":"P.L. 38-133 (June 4, 2026)","vintage":"","retrieved_at":"2026-09-27T03:39:48Z","sha256":"6ef0a6b1d9200d719248c6f602ae1749b06f2fa46ce030d4505438f17aff5167","source_id":"us-gu","stale":false,"prev":"us-gu/16-gca-3803","next":"us-gu/16-gca-3805"},"notice":"GroundRules: Original legal text.
