The licenses plates, decalcomania and placards shall be easily and readily identifiable to traffic enforcement officers, day and night. The Department of Revenue and Taxation shall not charge for these services. Applicants for such license plates, decalcomania and/or placards shall provide certification, from a licensed healthcare professional, of the speech and/or hearing disability to the Department of Revenue and Taxation.
