{"data":{"id":"us-gu/18-gca-56403.6","jurisdiction":"us-gu","citation":"18 GCA § 56403.6","heading":"Grounds for Denial, Suspension or Revocation.","body":"Except as provided in § 56403.5, the Manager may deny the issuance of a license to any applicant and may suspend or revoke the license of any pilotfor any cause authorized by law or the Port Authority of Guam=s pilotage rules and regulations, including but not limited to the following:\n1. violation of this Chapter or any rule or regulation of the Port Authority of Guam;\n2. negligent pilotage;\n3. habitual use of any substance rendering a harbor pilot unfit to be entrusted with the safe navigation of a vessel;\n4. inability to perform the duties of a harbor pilot;\n5. failure to maintain active service as a pilot on Guam;\n6. procurement of a license through fraudulent misrepresentation or deceit;\n7. violation of any law or regulation prohibiting unfair or deceptive acts or practices;\n8. violation of any law or regulation intended to promote marine safety or protect navigable waters or the environment;\n9. failure to report marine accidents in accordance with the rules and regulations of the Port Authority of Guam; or\n10. failure to maintain a current and valid Federal pilots' license issued in accordance with Chapter 71 of Title 46 of the United States Code.","path":["Title 18: Business Structure and Function","Division 2 - Commercial and Business Obligations","Part 6 - Service","Chapter 56: Particular Employment","ARTICLE 4: SHIPMASTERS"],"source_url":"https://col.guamcourts.gov/sites/default/files/18gc056.pdf","current_through":"P.L. 38-133 (June 4, 2026)","vintage":"","retrieved_at":"2026-09-27T03:58:48Z","sha256":"6bc2eaddda25c4d534c04b23fe7f427edc9c0d5b3ceaf039d24528e806a1eb22","source_id":"us-gu","stale":false,"prev":"us-gu/18-gca-56403.5","next":"us-gu/18-gca-56403.7"},"notice":"GroundRules: Original legal text.
